Jovians are an intelligent species native to the planet Jupiter which was believed to have become extinct before the emergence of Human civilization. As it turns out, at least some of them are still alive even in the 24th century. They are described as creatures "made of clouds", as their bodies are basically composed of dust and gas, held together by a navigational consciousness.
They are usually peaceful, but are able to shoot out deadly electrical discharges from their bodies. They cannot shoot two discharges at rapid succession, however, as they need some time to recharge. Perhaps most curious about the Jovians is that all of their civilization and technology is based on the manipulation of ideas, rather than matter: they live in cities of thought, which the Doctor has described as extremely beautiful. He also referred to the process of creating them as being similar to a whale's song.
