Haliians are a spacefaring humanoid species with limited empathic abilities.
They appear to be members of (or at least allied with) the United Federation of Planets, given that Geordi La Forge is familiar with them to the point of speaking some sentences in their language. Additionally, at least one member of this species, Aquiel Uhnari, is a Starfleet officer.
