The Grizzelas are a sapient species which regularly undergoes cycles of hibernation lasting for at least six months.
In 2366, Captain Jean-Luc Picard managed to settle a dispute with the Sheliak by requesting the Grizzelas as a third party arbitrator, as allowed by the Treaty of Armens. Since the Grizzelas were in the midst of hibernation at that point, the Sheliak representative reluctantly agreed to Picard's earlier request to have three more weeks to evacuate the colonists from the disputed planet, rather than postpone the negotiations by six more months.
Since the Grizzelas are considered eligible to act as third party arbitrators, it's reasonable to assume that they're a spacefaring government not formally allied with the Federation or with the Sheliak Corporate.
