The Galactic Harmony Service is a peacekeeping organization for females from species from a hundred worlds. Its mission is to solve male accidents, such as aggression and wars. A Zaton named H'visst impersonated himself as a member, despite not being female, in order to trick Hawkgirl in disarming an active Tagh gravity bomb so he could use it against the enemies of his people.
