The Fledging Empires was an ancient galactic power formed by the Time Lords which existed during the Dark Times of the universe, billions of years ago. It is implied that reality itself was different back then, and all sorts of hostile species and entities flourished, including the Great Vampires, the Nestene, the Racnoss, Great Old Ones and the Carrionites. After defeating the Racnoss, the Empires were responsible for removing virtually all sources of the hazardous Huon energy from the universe.
